What is great about LOUISE is that it empowers refugees to choose the assistance they need the most based on their families’ own needs. The LOUISE system is an innovative joint effort by the main cash agencies to put all their knowledge and assets at the service of the people with the greatest needs. Because aid is never sufficient to cover all needs, we are constantly trying to do better - in the most cost-efficient way – in order to reach the maximum number of people.”
LOUISE stands for Lebanon’s One Unified Inter-Organizational System for E-cards; a system consisting of one common vulnerability assessment, one financial service provider, one distribution of e-cards, one monitoring and evaluation
system, one training for beneficiaries, one communication system, one call-centre for e-card queries and one information portal.
LOUISE is a joint effort of UNHCR, WFP, UNICEF and LCC (Lebanon Cash Consortium) to ensure an efficient, transparent and cost effective way of delivering humanitarian aid. To date, 167,000 households have a common card.
